Some councilmen smiled in amazement, but at least one smiled very uncomfortably. The sponsor, CM Vincent Gardina (D3-Perry Hall) stated his case for his bill. Among many myths and untruths, he attempted to discredit many opposers of his bill by stating the chief of animal control in Boston claims he has had NO PROBLEM identifying "pit bulls". We all know how arrogant that claim is, but CM Gardina was confident in the "man from Boston." CM Kamenetz had already stated his opposition to 70-07, stating he believed breed specific laws are not the way to go. A pleasant surprise was CM Olszewski making his position known by telling CM Gardina he appreciated the spotlight this bill has shined on the dangerous dog issue and he would like to see better funding for Animal Control, but he was absolutely opposed to the proposed legislation. Council president Samuel Moxley took the matter a step further and went on record to request that monies be moved to animal control on an emergency basis, before the next budget cycle. CM McIntyre has already been quoted in the Baltimore Sun as saying that some of the nicest dogs he has known are pit bulls! And CM Oliver, originally a co sponsor of the bill, abandoned his position at Gardina's side and pulled his support after reviewing the data he received. 37 people signed up to speak. One man's Beagle was killed by a dog that jumped into his yard and injured his dog on THREE separate occasions. Despite his calls to the police and to animal control, the county took no action against the owner of the attacking dog.
